Esta pregunta se la hace la parlamentaria\u00a0Corine Djaoen-Genaro<\/strong>, del partido de la coalici\u00f3n gobernante PNP. La actitud cr\u00edtica hacia el consenso de Ley del Reino COHO (Agencia de Reforma y Desarrollo del Caribe) es muy visible por parte de algunos parlamentarios en la coalici\u00f3n. Por este motivo,\u00a0Cr\u00f3nicas del Caribe<\/em><\/strong>\u00a0entrevist\u00f3 a la se\u00f1ora Djaoen-Genaro sobre esta materia.<\/p>\n Djaoen-Genaro se pregunta si el primer ministro Pisas es consciente de que \u201cse pisotea el orgullo de nuestros profesionales locales<\/strong>\u00a0porque, cuando las cosas van bien este a\u00f1o, no es este gobierno y sus profesionales locales, sino los profesionales de COHO quienes har\u00e1n la mejora (y se llevar\u00e1n el cr\u00e9dito por hacerlo) \u00bfCu\u00e1l es el punto de gobernar as\u00ed?\u201d.<\/p>\n Los gobiernos de\u00a0Curazao, Aruba, Sint Maarten y Holanda<\/strong>\u00a0acordaron hace unas semanas presentar la propuesta de Ley del Reino COHO. Pero el tono y el contenido de las preguntas de la facci\u00f3n del PNP, socio de la coalici\u00f3n de Curazao, no augura nada bueno para el debate parlamentario.<\/p>\n Sin embargo, el gobierno del primer ministro Pisas, con la lideresa del PNP\u00a0Ruthmilda Larmonie-Cecilia<\/strong>\u00a0como viceprimera ministra, en principio tendr\u00e1 que defender la Ley del Reino COHO.<\/p>\n Larmonie-Cecilia se present\u00f3 a las elecciones de marzo de 2021 con\u00a0la promesa de que el COHO ser\u00eda \u201crenegociado\u201d con Holanda<\/strong>. La parlamentaria del PNP, Djaoen-Genaro, lanza sus preguntas al ministro de Finanzas del partido de coalici\u00f3n MFK,\u00a0Javier Silvania<\/strong>.<\/p>\n \u201c\u00bfEl ministro est\u00e1 consciente de que la mayor\u00eda de la poblaci\u00f3n opina que\u00a0no hay una gran diferencia entre el COHO tal como se acepta ahora y el COHO anterior<\/strong>? \u00bfQu\u00e9 tiene de diferente la CHE (la Entidad de Reforma del Caribe propuesta originalmente), el COHO y el COHO 2.0?\u201d.<\/p>\n En otras palabras:\u00a0no es la oposici\u00f3n sino el propio partido PNP el que cuestiona lo que ha logrado el gobierno del MFK\/PNP<\/strong>\u00a0del primer ministro Pisas y Larmonie-Cecilia, en las negociaciones con los Pa\u00edses Bajos durante los \u00faltimos ocho meses.<\/p>\n \u201c\u00bfSe ha escuchado seriamente a los profesionales locales?\u201d, es la pregunta tras la cual se mencionan los nombres del ex primer ministro de las Antillas Holandesas, la se\u00f1ora\u00a0Maria Liberia-Peters<\/strong>, del ex presidente del Banco Central,\u00a0Emsley Tromp<\/strong>, la exministra y abogada\u00a0Suzanne Camelia-R\u00f6mer<\/strong>, y los abogados\u00a0Caryl Monte<\/strong>\u00a0y\u00a0Rutsel Martha<\/strong>.<\/p>\n Djaoen-Genaro cuestiona la necesidad de que exista un organismo de reformas, porque se\u00f1ala el aumento de los ingresos fiscales al Ministro de Finanzas. \u201c\u00bfSabe el ministro que\u00a0este gobierno ha recaudado m\u00e1s de 176 millones de florines<\/strong>\u00a0-casi 98 millones de d\u00f3lares al cambio- y que son los profesionales locales de Curazao quienes se han dado cuenta de esta cantidad, y no COHO?\u201d,<\/p>\n A Silvania, quien en su condici\u00f3n de guardi\u00e1n del fisco ha anunciado el \u00e9xito de la recaudaci\u00f3n de impuestos, le pregunta si se da cuenta de que en enero ingresaron nada menos que 49 millones en impuesto a las ventas (OB), \u201cla recaudaci\u00f3n m\u00e1s alta jam\u00e1s registrada en enero<\/strong>\u201d (seg\u00fan sus propias palabras en Facebook y en un comunicado de prensa).<\/p>\n \u201c\u00bfEs consciente el ministro de que nosotros\u00a0podemos refinanciar la deuda de 900 millones<\/strong>\u00a0a un tipo de inter\u00e9s m\u00e1s bajo con la propia Holanda, para que no haya que aceptar a COHO?\u201d.<\/p>\n La integrante del parlamento del PNP se refiere a los\u00a0911 millones de florines<\/strong>\u00a0que Curazao recibi\u00f3 en los a\u00f1os de pandemia 2020 y 2021, en apoyo de liquidez de los Pa\u00edses Bajos en forma de pr\u00e9stamo sin intereses (cero por ciento).<\/p>\n Normalmente, Curazao puede pedir prestado a solo 2 por ciento de inter\u00e9s, porque esta es la tasa que se aplica al Estado holand\u00e9s en relaci\u00f3n. Las tasas de inter\u00e9s locales son m\u00e1s altas.<\/p>\n \u00bfCu\u00e1nto dinero invertir\u00e1n realmente los Pa\u00edses Bajos en Curazao<\/strong>?, tambi\u00e9n es una pregunta de Djaoen-Genaro al ministro de MFK, Silvania. \u00bfCu\u00e1l es la cantidad exacta que Holanda invertir\u00e1 en el Paquete Nacional<\/strong>\u00a0y cu\u00e1les son las condiciones que se deben cumplir para recibir estos fondos para la implementaci\u00f3n del Paquete Nacional?<\/p>\n La parlamentaria tambi\u00e9n quiere saber\u00a0si existe una garant\u00eda de que si \u201cnostros\u201d cumplimos con las condiciones de los Pa\u00edses Bajos, ellos a su vez tambi\u00e9n cumplir\u00e1n con \u201cnosotros\u201d<\/strong>. Por ejemplo, se abrir\u00e1 una \u201ccuenta de dep\u00f3sito en garant\u00eda\u201d, en la que los Pa\u00edses Bajos depositar\u00e1n los fondos para garantizar que si Curazao se adhiere a las condiciones establecidas, estos fondos estar\u00e1n realmente disponibles.<\/p>\n En otras palabras: \u00bfc\u00f3mo podemos garantizar un\u00a0pas de deux<\/em>? Este \u00faltimo parece ser una referencia a los tiempos del difunto ex primer ministro\u00a0Miguel Pourier<\/strong>\u00a0 del partido PAR, que hab\u00eda hecho acuerdos con Holanda sobre el pas de less than 49 million in sales tax (OB) entered, \u00bb\u00a0the most highest ever recorded in January<\/strong>\u00a0\u201d (according to his own words on Facebook and in a press release).<\/p>\n \u00abIs the minister aware that we\u00a0\u00a0can refinance the debt of 900 million<\/strong>\u00a0\u00a0at a lower interest rate with the Netherlands itself, so that COHO does not have to be accepted?\u00bb<\/p>\n The NPP MP is referring to the\u00a0\u00a0911 million guilders<\/strong>\u00a0\u00a0that Cura\u00e7ao received in the pandemic years 2020 and 2021, in liquidity support from the
